Datuk Halim joined the board as Director for Wira Security Services Sdn Bhd. Datuk Halim
is also Chairman of PSG Capital Sdn Bhd, Executive Director of PSG Petroservices Sdn Bhd and a Director of
Jitra Pusaka Sdn Bhd.
He began his career in the Malaysian Armed Forces in the Royal Ordnance Corps and retired as a Major General
after 41 illustrious years. Throughout his military career, Datuk Halim held various executive leadership roles
such as Aide de camp to His Royal Highness, the King of Malaysia (2010 - 2012), Defense Advisor in Thailand,
Assistant Chief of General Staff (Logistics) and Deputy Commander Army Logistics Command.
Professionally, Datuk Halim has a Diploma in Logistics Management from the US Army Ordnance School at Aberdeen
Proving Ground, Maryland, USA. He has also attended the National Defense Course at the Malaysian Armed Forces
Defence College.
Dato’ Foong Yee joined the board as Director of Wira Security Services Sdn Bhd. He is
also a Director of Jitra Pusaka Sdn Bhd and held various senior management positions in the Corporate Sector
upon his retirement from Royal Malaysian Police.
He began his career with Royal Malaysian Police and in his early years he was involved in Counter Espionage
and Counter Terrorism activities. His vast experience in intelligence operations had contributed greatly in
meeting the challenges of maintaining peace and security in the two northern states. Dato’ Foong Yee held various
executive leadership positions as Head of Special Branch in Penang (1993 - 1996) and Perak (1996 - 1998) and
was appointed as Deputy Chief of Police for Kuala Lumpur before his retirement holding the rank of Senior
Assistant Commissioner.
Dato’ Foong Yee was trained by MI 5 of the British Intelligence Service and holds a Diploma in Police Science
from Universiti Kebangsaan Malaysia (National University of Malaysia).
Major Lian is appointed as Chief Executive Officer (CEO) of Wira Security Services Sdn Bhd
in October 2019. He is also a Director of Novus Group Sdn Bhd and Jitra Eye Sdn Bhd. Major Lian has almost
30 years of military experience equiped with in depth knowledge in operational excellence, training and logistic
as well as vast experience in the security industry.
He joined Wira Security Services Sdn Bhd in 2005 and held various roles as Branch Manager, Operations Manager,
Assistant General Manager and last role as General Manager prior his appointment as CEO.
Major Lian began his career with the Malaysian Armed Forces as a Cadet Officer in 1977 and was commissioned a year later
into the Royal Artillery Regiment. In his almost 30 years of service in the Malaysian Army, he served in
various capacities such as Unit Commander, Staff at Formation Headquarters, Instructor at Training Institute
and also as a Military Observer with the United Nation Transitional Authority in East Timor (UNTAET). He was
awarded the Excellent Service Award twice in 1996 and 2003.
He attended the Malaysian Armed Forces Staff College in 1992 and while still in service, he furthered his tertiary
education on his own and obtained an Advance Diploma in Business and Administration (Swansea) in 1996.

Wira staff and guards were not spared in the recent flood that hit several states in Peninsular Malaysia. There were 20 of them affected mostly in Shah Alam and Klang areas causing severe damage to their personal properties. In order to reduce their burden, Wira assisted those affected staff and guards by handing-out financial assistance of RM500 to each of them. The Branch whose guards are affected also assisted in as much as they could by sending food and transporting a few of them out to safe grounds.
2nd Annual Surveillance Audit - ISO 9001:2015

Wira underwent an annual audit - aim of audit is to confirm that WSS’s management system conforms to all the requirements of the certification standards. It was a two day audit covering; the provision of Security Services for both Armed and Unarmed guards, Cash-In-Transit, Private Investigations and Security Consultancy Services. Again, it ended with zero Non-compliance (NCR) issues.
Maintenance of Service Quality

Wira believes in continuous training to ensure that guards maintains their high standard of performance at all time. Refresher Trainings are being conducted on-site focussing on their specific Job Scope. To achieve effectiveness, each sessions are being carried out for a period not more than an hour. It starts with a short brief culminate with hands-on training and roleplay.
Covid 19 Vaccination Programme
September 2021
As part of our responsibility, WSS ensures that all our Local and Nepalese Guards are being vaccinated. In order to achieve this, we monitor very closely to ensure that all our guards registered with the MySejahtera application so as to be qualified for call-up under the National Implementation Plan (NIP). Till date, we are proud of our statistics as overall 95% have received their 1st dose and 85% have received their 2nd dose/fully vaccinated. We put special effort to ensure that all guards are given a fair chance of being called up and it has resulted in 100% of our Nepalese guard force in the Klang Valley being vaccinated.
Guard’s Welfare not Neglected

In spite of the restricted movement and activities due to the Covid 19 pandemic, our guard’s welfare has not been neglected. Last week several WSS guards became victim of a freak storm that hits one of the coastal town in the Northern state causing the roofs of their house to be damaged. WSS took immediate action to hand-out cash and hamper worth RM 500.00 to each of the victims. On top of that, WSS client where these guards are assigned to also handed-out cash assistance of RM 500.00 each.
Alert Security Guard Commended by the Client

An alert Security Guard who smelled something fishy, carried out a check on one of the worker’s beg and found that he tried to smuggle a dozen bottles of liquor into the worker’s hostel. The guard’s actions was acknowledged and commended by the client. As a show of appreciation for his alertness as well as his commitments, we have awarded him with a Commendation Letter and a voucher.
Security Guard’s Sheer Commitment Avoids Losses to Client

A Local Security Guard assigned to count the number of cylinders that arrives at the premise has managed to identify an attempt by the driver to over count the client by declaring the number of cylinders. The guard’s action has been praised by the client which could resulted in losses to them. Due to his alertness and commitment, the guard was awarded with a Commendation Letter and a shopping voucher.
Attempt to Smuggle Prohibited Item Foiled by Alert Security Guard

A Local Security Guard on duty guarding the worker’s hostel managed to deter one of the workers from attempting to smuggle prohibited items into the hostel premise. The worker has since been suspended from work. His alertness was being praised by the client and his action has given a signal to the workers of the consequences that they will face, if caught. His positive action earns him a Commendation Letter and a small token of reward.

Recently, a Security Guard promptly attends to a resident’s call for help when there was a fire due to a faulty electrical circuit in the house. His actions of tending to the resident without any hesitation were commended by the resident himself as well as the Committee Members of the housing estate. He made us proud and as a recognition for his positive actions, he was awarded with a Commendation Letter and a small token of reward.

A Security Guard assigned to one of the Retail Outlets assigned to us was awarded with a Commendation Letter and a small token of reward in recognition for his effort to apprehend a shopper from leaving the outlet with several unpaid items. The guard were praised for his alertness and diligence in carrying out his duties.
Moving Ahead of Time – Simultaneous Assignment Mounting

Wira proudly mounted new assignments in three different locations simultaneously with a total of more than 80 guards. In spite of being given a short notice of hardly 10 days, we managed to muster all our efforts towards recruiting of manpower as well as equipping them with the necessary basic requirements. The biggest challenge for our team was to make available all the equipment to be placed on-site prior to mounting which we successfully did. We also managed to get our guards to be inducted on D-1 coupled with our own briefing session, site orientation as well a short On-the-Job Training. On D-Day (1Oct 2020), all the hard work paid off when mounting on all three locations were carried out very smoothly without compromising on quality and standards. At the end of the day, it is indeed a real morale booster for WSS in line with maintaining her status as one of the leading Security Services providers in the country.

A drill was conducted for Unarmed Guards assigned to assignments in Port Dickson, Negeri Sembilan. This session was conducted both in theory and practical. It is carried out as part of our monthly Refresher Training conducted on site.

A simple ceremony held in conjunction with the awarding of Commendation Letter and a small token of reward in recognition of two Security Guards who have managed to detect non-compliance of Client’s House rules. This Positive Detection occurred in one of WSS’s assignments in Port Dickson. This ceremony was witness by WSS as well as the Client’s Management team. Besides being congratulated, they were also being encouraged to continue doing their job well, without fear or favour.
ISO 9001:2015 Quality Management System - Annual Surveillance Audit

This two day Surveillance Audit was carried-out by an auditor from Bureau Veritas with the aim to confirm that the management system conforms to all the requirements of the certification standards. The scope of audit covers; the provision of Security Services for both Armed and Unarmed guards, Cash-In-Transit, Private Investigations and Security Consultancy Services. It commenced with a briefing of WSS Corporate Organisation by the CEO and later followed by document checks as well as auditing one of its assignments in the Klang Valley. ISO 9001:2015 standard have several requirements on the enhanced role of top management in the implementation of management systems and at the end of the day, Wira has been verified as being compliant and is worthy of its certification. There was zero Non-compliance (NCR) issues.
First Aid Training for Local and Nepalese Guards

A First Aid Training session organised for Local and Nepalese Guards on top of the awareness training given to all newly joined guards. It was conducted by qualified staff from St. John Ambulance Malaysia. Upon completion of the training and having passed the exam assessed by St. John Ambulance Malaysia, guards were awarded with a Certificate. These guards are mostly deployed in Embassies and the United Nations around Kuala Lumpur.

To ensure the continual professionalism of our Security Guards, we conducted our regular 3 hours refresher training session in Port Dickson and Negeri Sembilan. Topics for the training focused around specific tasks such as Access Control, Patrolling and Use of Minimum Force.
Wira sends our ex-Nepalese Guards safely back home

After stuck in Malaysia for almost 3 months, we finally managed to chartered flights (cost fully covered by Wira) and sent of 60 ex-Nepalese Guards safely back home. Throughout this period, Wira provided humanitarian aid including lodging and food to assist them during this difficult time.

Closure of borders has affected our ex-Nepalese Guards with expired work visa and are stuck in Malaysia. As a caring and welfare employer, Wira continues to provide food and accommodation for them. Wira is also working closely with Embassy of Nepal for chartered flight to send them back home.

Despite being exempted as an essential service provider, we developed and implemented a Working from Home plans providing resources for our staff to work just as efficiently from home. To minimise contact, the staff are split into 2 teams rotating weekly between home and office.
